According to the Federal Food and Drug Administration, sunscreens don't protect against both ultraviolet A and B rays and sunscreen manufacturers, whose products contain a sun protection factor called SPF of at least 15, have to change the labels on their products that "This product has been shown only to help prevent sunburn, not skin cancer or early skin aging." The new rules will help clear up confusion about the meaning of "sun protection factor" or SPF, and other terms like "waterproof”.
